Boss disregards illegality of unpaid breaks

Hello fellow work-haters, I thought I'd come here for some advice. I just got a new job, and when I asked if our 15 minute breaks are paid, my boss stated that they aren't. However, that directly conflicts with Oregon law, which states that any breaks between 5-20 minutes are legally required to be paid. All he said in retort to that was, “30 minute breaks are mandatory, but 15 minute breaks are optional. If you need to use the restroom or take 5, that's okay, but the 15 minute breaks are on your own time.” That's not how it works. Given that he won't listen to me, I brought it up with the newly appointed manager (who didn't even know the 15's were unpaid til I told her, which I'm sure will piss her off as much as me), and I'm hoping she can convince our boss otherwise, but…

If she can't convince him, do you guys have any insight as to what I should do? I know this doesn't seem like the biggest deal, but it is to me. I'm too poor to sue anyone but I really don't think it's legally or morally right for him not to pay.
