How is baiting and switching in retail illegal but baiting and switching perfectly fine when it comes to wages?

So many stories on here about a certain wage and then, “oops that's not right” when it comes to being hired. How is that even legal? If I did that where I work you sure as shit know if be drawn, quartered, reviewed and investigated for being a shitty person. Just blows my mind
