Leave Accrual Help

So I’m not too sure who to come to this so here I am. I’ve been working in aged care for over a year now, I was going to take 4 weeks off and go on holidays after my 1 year there but I was surprised to find I only have 3 weeks of leave entitlement. This is in Australia btw where you’re supposed to have 4 weeks of leave per year of work. I haven’t taken any time off, only when I’ve been sick which should’ve been around 3-4 days total over the year. I went through my payslips to find out what was going on, and to my surprise we haven’t been accruing leave for public holidays and for education days during ordinary working hours. I brought this up with management and over the course of 3 long months of arguing with them they finally came back to me saying that they would give ONLY me the accrued leave hours for ONLY the public holidays missed. They wouldn’t give it to others and they wouldn’t give accrued leave for education days despite them being during our ordinary working hours.

I’m not sure what to do and how this all works. I thought if public holidays, education days, etc occurred during your ordinary working hours, you accrued leave. We literally would come in to the facility and they would sit us down and educate us for an hour or two then we’d go back to our work. And the fact that they won’t share this with others, I don’t understand. Is any of this legal? If anyone has any information or anything I can do, please, I’d really appreciate the help.
