Holiday subtracted from paid time off hours

What a let down to find out that the paid time off that you are accruing also pays for your holiday time. Friend works for a hospital system. Just found out that 4th of July is not a “paid” holiday, but rather because your department is closed for the holiday and you can't work on that day, then you are getting “paid” thru your PTO time. Having PTO is still better than not having it, but it's kinda shady for a company to use PTO time for holidays even though you cannot work that day even if you want to. Friend was planning a week off in Cancun, but now can't because PTO time is short of covering the whole trip.
