Work is Screwing Me Out of a Promotion

I work for this small-ish company (100 people) within the manufacturing industry. We have had loads of problems over the past few years and lots of senior management changes and restructures (I have personally had 3 managers over the past 4 years for this one company is the same department). This may telly you a lot about the place. I am quite highly regarded across the organisation to problem solve for the team and deputise in the managers absence etc. I get on with everyone and will confront all issues and try to resolve. Anyway, my manager number 3 has just left the business for a new opportunity and the position has been opened up for internal applicants by HR this week, not for a managers role but as a team leader. I am seeing this a strategic way of screwing me for salary compensation as they know that I am the only one who will go for this job and would more than likely take the position to advance my career. The job spec is pretty much worded in the way how I would expect the managers role to look like and the word document file name is even titled as Manager but the header on it as Team Lead. Has anyone else been in this position before? (I assume a few!) But how have you approached the subject with HR/Senior Management?

Just to note – I would be expected to do all the things my manager did previous to me less hiring and firing
