Are 16 and 18 hour shifts with no breaks legal?

My partners normally scheduled shifts are a 15,16 and a 9 hour shift. This puts her at 40hrs in three days. She doesn’t have a scheduled break and these are all over night shifts. I’ve never encountered a work schedule like this. She lives in Utah. Is this legal? She doesn’t even have 8hrs between her first and second shift. Edit: to clarify she’s been working two 18 hour shifts the last month because they’re short staffed and needed her for training
