Employer not paying me my paycheck

So I'm a contractor W-2, 40 hrs. But this is the 2nd time this is happening to me in my life. (I'm in DE, this remote office or the physical one I think is based out of South Carolina) I need help right now. I thought this company was cool and chill being remote and all but didn't expect something like this. My company's compliance director or whatever his role is holding onto my $500 pay check that he usually just approves my timesheet after 40hrs of work rendered. He just pulled this shit last night and is taking forever to give me what I'm owed for the ungodly amount of work they are asking on this contract in exchange for piddly diddly $15/hr pay+ (supplemental – I don't get this cuz the work required to “activate” this is too much, and I'm only doing this work for the experience…

I'm doing it cuz I need the experience, and I need to be remote due to a disability of mine and need to care for my mother. Now I'm about to finish another week of 40hrs after today, and worried this guy actually won't approve my 2nd timesheet for this running week.

I really need this money, that's why I'm working. He's holding onto it cuz my performance is lacking, but in the past with previous companies or any job for that matter they are still supposed to pay you for the hours you worked and work submitted regardless, which I did. The work is not easy to begin and takes time to finish…so me and some others are slow…so what? They recruited us for contract work to get their work done for shit pay to begin with and now this dude is acting like this…I would've thought people with a European background are supposed to be nice and forgiving, even though this is business…I'm not committing time fraud or anything. I gave him the breakdown of what I did for the past week that just passed and I'm just sitting here, about to look for another job. The only reason I still need this contract rolling is cuz a new project on this same contract is about to start in august with much better pay and maybe I can output faster…but regardless…if I work 40hrs, he's supposed to pay me the services rendered and what I'm owed…

I gave him the breakdown and resubmitted my timesheet but he's ignoring me with his “meetings”. I'm not pressing another keystroke for this guy and I'm gonna scale back on my production unless he gives me my paychecks.

Do I need to report him and my company to DE's state labor board or something? What's my plan of action here if he doesn't end up paying me? Who's my point of contact for this to get me my paychecks? IRS? I needed this job also cuz they take a percentage of my paycheck to give me a W-2 in return via a 3rd party. Cuz paying W-2 taxes is much cheaper than paying self-employment taxes and I need to hit an income threshold to keep my Obamacare premium insurance APTC as well.
