Bf works at a food hall where 90% of restaurants give the credit card tip pool directly to the restaurant owner instead of the employees. Is this legal?

The restaurant my boyfriend works at doesn’t do this, but after making friends with some of the other employees at other restaurants, most of them have said that they don’t receive any credit card tips and it goes directly to the business owner. The employees don’t get any tips added to their paychecks. There are maybe 2-3 dozen restaurants in the whole food hall. The whole place has only been open for a year. Is this legal in the U.S.? I live in Georgia. I told my boyfriend he should tip someone off to what’s happening, but he expressed worry that employees of the other businesses may be retaliated against. I know for a fact that none of these people would leave a tip if they knew it wasn’t going to the people helping them. Most of the employees there only make 15$ an hour and I think it’s pretty…

I know for a fact that none of these people would leave a tip if they knew it wasn’t going to the people helping them. Most of the employees there only make 15$ an hour and I think it’s pretty disgusting that most of them aren’t receiving tips after that.
