Organization reneged on salary raise

I work for a nonprofit. At the end of June, the CEO sent an email stating that all employees would receive a 3% cost of living raise starting today. When I got my raise letter, it listed the same salary I currently make. Also, my paycheck today had the same amount I’ve been receiving. I reached out to HR and was told— “We were not aware that you would not receive a salary raise this year due to the mid-year salary increase that you received.” In February, I received a promotion so my salary increased; however, I would not consider that a raise. Also, in the email sent by the CEO, is stated ALL STAFF would receive a raise. Is there anything I can do about this? Thank you in advance for any feedback
