Being hired as an “independant contractor”

I currently work as a general contractor doing janitorial services and finishing work on move-outs and remodels. I’ve had multiple people reach out to me offering work. The issue is, I’m getting a lot of offers that pay on a 1099. I typically charge $35/hour. These “companies pay $9-$12/hour, are not responsible for payroll taxes or workman’s comp, nor are they protecting me from a client suing me for any reason. At $12/ hour, having to save back for self employment taxes, buying me own supplies, etc., why are they always so hostile when I decline? I live in a state that’s minimum wage is still $7.23. Full time, that’s under $1200/month. My rent alone is $1000. I actually have a desired skill set. How is this legal?
