Reported my manager to business owners for providing drugs and alcohol to minors. They swept it under the rug. Should I file charges against him?

I (19f) used to work at this restaurant located on a very well known University. I met this manager (he’s over 30 years old) who I looked up to at first as I wanted to be a manger some day as well. He would constantly ask if I wanted to drink and smoke with him until I eventually gave in. We would drink in the parking lot along with other employees under the legal age of 21 in my state both females and males. After being terminated from this place I realized how stupid I was and feared that he might continue doing this to minors. I reported him to the owners and district manager and they totally ingnored me and he still continues to work at this place. I don’t know what to do it seems like they’re sweeping this under the rug to protect him? Should I report…

Should I report it to them as well?
