I just moved to full time at my work only to have full time requirements change

I've been working PRN at a mental health crisis center for a little over a year now. I decided to go PRN when I started because there was a pay bump and my insurance was cheaper than the cut in pay, I didn't get any PTO but that wasn't a big deal to me at the time. We just merged with another company and they don't have extra pay for PRN vs full time so I requested to move to full time because there was no point for me staying PRN since I'm working 3 12s. I successfully got moved to full time working 3 12-hour shifts, but the day I did, I was told that full time requirements with the company we merged with are 40 hours a week, and since I only work 36, I'd be considered part time. So I still won't get benefits and my PTO…

I work in Colorado where minimum full time is 32 hours. So, my main question is is this legal?

Even if it is, it seems incredibly scummy and blatantly anti-employee. Any advice on how to confront this would be lovely.
