Can my employer in the State of Kentucky take my last paycheck if I do not turn in work shirts I had to buy with my first paycheck?

That's the policy of the restaurant I work at in Kentucky. My coworker quit today because the GM said they seen him walking around for 20 minutes not working so they said they were going to change his time in the computer so he would have been working for free for those 20 minutes. Meanwhile, managers are never reprimanded for taking long breaks or sitting in the “no camera closet” just to talk. So can they legally take anyone's last paycheck if they don't turn in the work shirts they buy with their first paycheck?
