Discrimination in School Admittance

I'm not sure if this is considered off topic or not but I feel like it applies here. If it's off topic, I'd love to be pointed to a more appropriate place to post this. I've been working for months with Vocational Rehabilitation and the school to get enrolled for a certificate to support a career change that will better fit my needs due to my disability. I had to get ADA accommodations in place at the school which was a long process and then working with voc rehab is always this drawn out affair. I've been working for months with Vocational Rehabilitation and the school to get enrolled for a certificate to support a career change that will better fit my needs due to my disability. I had to get ADA accommodations in place at the school which was a long process and then working with voc rehab is always this drawn out affair. I finally got everything put together near the end of the week Friday.

The problem is, the program is very popular and the only way to get in is to be one of the first x number of people to register. You can register online, unless you are paying with a vocational rehabilitation voucher. Then you either need to call or walk in.

I showed up over 30 minutes early this morning, was the fifth person in line, and got to the window 23 minutes after registration started. I had no chance.

What's really frustrating is that I have a scholarship riding on this. I've been calling the school all morning to try and get on the notification list in case someone drops the class and can't get through.

So basically, if you have been confirmed that you are disabled by a government agency, you have to show up possibly an hour before registration starts in the morning and wait to even have a stab at possibly registering before all the non-disabled people fill out a form in their pj's on their computer.

Does this seem a bit discriminatory to you? Suggestions on how to address this? I'm not giving up trying until there is absolutely no hope of getting in.
