Boss cut $2 off hourly wage for discussing wages with another employee

The just happened to my coworkers brother in law. We live in WA state. So coworkers BIL, let’s call him Jon, was casually discussing his wage with a new employee. Apparently the conversation was something along the lines of “Yea they started me at about $20 but after a 2 years and 2 raises I’m at about $24 an hour now.” This new employee happened to mention this to the boss. The boss then told Jon he is not allowed to discuss wages with other employee’s and while he should fire him, he’s not going to. But he is going to cut his wage down by $2 an hour. Everything in me is screaming this can’t be ok, but I don’t actually know. Is this even legal? Jon was never asked to sign any documentation or to agree to this new wage.
