I can't pinpoint the exact word or phrase that can describe this person below – any suggestions?
I have this guy Brad in an inter-departmental project that is high profile. My manager Paul is leading the project. Brad and Paul are peers (managers in two different unrelated departments). Brad is a sweet talker, and has a lot of words but no action. He would create an illusion of how important the work is and how he needs to be working along with other team members. Other team members offer him help, but he consistently fails to take action. When asked – he says he wants my help and will set up a meeting but it has been 2-3 months that he initiated anything. He sends links of work that was done tangentially but not relevant to our project. What he does consistently is to praise others when it is not relevant.
On a different project he was absent in the whole 1 year of work and discussion. We exchanged emails with the whole team and got input from everyone including him. When it comes to dividing up the money he made a big fuss about his department not having a role. He was aggressive and said he needs a roles for his department. To satisfy him my manager had to give him about 25% of money for something totally unrelated.
