Need to report my former employer for failing to give me my final paycheck within 72 hours of my resignation notice (in cali that’s the rule) any advice for how to go about it?

Before people ask I'm 100% in the right here, I told both my manager and the owners of the franchise I worked at I was quitting at the exact same time, via email and text. I worked no additional hours after the resignation notice. They haven't paid me a single time since I started working there so I know at the very least I'm owed a couple hundred dollars. They haven't responded to my asking when to come in to collect my last paycheck and drop off my uniform, they're basically ghosting me.
