As a hiring manager myself that is passively looking for new opportunities, I’ve always found this approach to be pathetic. When you want a perfect fit candidate, it means they’re making a lateral move. You’re not going to find a performer. You’re just going to find complacency.
I’m always looking for good people that may not be the perfect fit but are ready to move up. 99% of jobs can be taught to anybody with a core foundation, so why do these companies continue this practice? I’d never make a lateral move unless it was 50% more money which they’ll never offer. Not worth leaving the safety and seniority of my job.
