HR not doing their job?

Our HR person really has no formal training in HR, it seems that she makes up rules/policies on the fly based off of how much she likes (or dislikes) someone. Anyway, my question is I’m on medical leave due to a surgical procedure (which they tried to stop me from having). I dropped off my paperwork for short term disability (filled out by surgeon). 2 weeks pass and hadn’t received any payments. I contacted them and they replied “oh yeah, I meant to contact you, it’s not the right form”. I’m livid!! Shouldn’t they have contacted me right away to let me know they want a different form? They are honestly one of the worst people I’ve met. This person takes pleasure in targeting people, writing people up, and firing people. Our CEO knows the behavior of this person and won’t do anything either. The CEO said they can’t discipline…

Sorry for the long rant. This person is just awful.
Most people who leave this job is due to the HR person.
