HR accusing fiancée of vandalism

Hello all, First off, sorry for mobile formatting. On Friday my fiancée was headed out of work on Friday evening when the graveyard staff was arriving to take over. One of them came in a pickup truck and was towing a full size blue lives matter flag on a pole in the bed. She ended up confronting the coworker asking if it was his, he snarked and asked if it triggered her and went on heading inside. She was in a group with several of her co-workers at the time who all overheard the situation. Hello all,

First off, sorry for mobile formatting.

Come to find out today that the flag was cut off of the pole and that the guy had gone to HR about said event. She received an email addressing the event and stating “you are receiving this email as you have been identified as having worked that night.” and was bcced so she didn't know who received it outside of the sender (VP of HR) and the president of HR.

Well, she asked all of her co-workers that were a part of the incident, turns out that none of them got an email regarding the event, so obviously this is a targeted email directed towards her. A quick note that she works in a residential/educational facility for youth where political expressions like a massive 10ft blue lives matter flag is not allowed, so the fact that HR is even taking this guy's complaint is ridiculous, as well as the fact that she left for the day when he got there.

TLDR: racist coworker gets his thin blue line flag destroyed and blames my fiancée, she knows who actually did it. HR goes out of their way to accuse her of committing a literal crime without any evidence.
