New role and feeling unable to manage my team?

I'm managing a mess of a team in a new job role and I feel so bad when I can't help my staff. However, they are asking me for constant guidance when I've not even adjusted into the role and had no proper induction. My manager is very task saturated and unhelpful, to be honest the team are scared of him and come to me with everything. I didn't receive an induction into the role and am just expected to know everything by my team members. I've managed a team before but it was task delegation not babysitting style. I feel like a lot of time the team won't use initiative and ask me for help with things I've not even been trained in. At the same time I have my own projects, deadlines and expectations to meet. My manager is very task saturated and unhelpful, to be honest the team are scared of him and come to me with everything. I didn't receive an induction into the role and am just expected to know everything by my team members. I've managed a team before but it was task delegation not babysitting style. I feel like a lot of time the team won't use initiative and ask me for help with things I've not even been trained in. At the same time I have my own projects, deadlines and expectations to meet. I don't blame them for asking for help as my manager is extremely absent and unapproachable even though he has most of the answers they're looking for. Due to the poor communication within the team and my lack of induction I'm left feeling useless and inadequate. I'm looking for some practical advice of what to do when I can't help my staff and just on my situation in general really.
