Ohio Department of Transportation On-Call protocol… Anyone have any insight

Long story short, someone I know works for the DOT in snow removal. They're supposed to come visit me this weekend but told me that if there's snow they'll HAVE to come into work… I'm just confused about how this works? Are there any regulations around this… I don't see how they could force him to come in… This doesn't seem right. There must be a way around “on call” time at work right? Like if you were to book off the day for vacation or something… They wouldn't be able to force you to come into work right?
