Why don’t they just put the salary range in the ad?

Found an advertisement the other day for a transitory role- start as a Guest Services Supervisor, work your way to Hotel Manager in 6 months. Just finished both rounds of the interview- one on Zoom, the other in person. The last question they ask- what are you expecting for compensation? I told them I was a little out of touch with the local market since I had just moved there, hoping they would tell me their range. They told me the offer, given my 10+ years of experience in the field, would look to be around 29K a year, with the upper range being 30K flat. That's 14.89/hour IF I'm only working normal shifts. I'm expected to be on-call to pick up any missing shifts across all departments, working primarily evenings and weekends. 14$/h for a MANAGEMENT role? That's insulting for ENTRY LEVEL. The market rate is closer to 19-21/h…
