Boss showed me meme when I was trying to have a serious convo about my job

So I’ve been with this company for almost a year. About five months ago, they promised to transition my position into a more design-oriented one. They said this transition would take about a month. It’s been five, and there has been no movement on this. I brought it up to my boss (this isn’t the first time, by the way. They’ve been blowing me off about this for awhile.) yesterday, and told him that I think the company could use a full time designer and that I’d love for my position transition to be prioritized. He then proceeded to pull up the “graphic design is my passion” meme on his phone and show it to me.
“Have you seen this meme?”, he asked. I laughed it off because he said he would try to prioritize my position change, but now that I’ve sat with it I feel slightly offended.

I generally have a friendly and joking rapport with him, but now it’s seeming like maybe it’s that way because he doesn’t take me seriously.

For reference, I am one of two women working at this company, and he just got done hiring three new people, all men. I am tired of dealing with this company, but since I’ve been here for a minute my wages are fairly competitive and it would be difficult to leave. I’m tired of not being taken seriously by employers, especially this one, because I don’t have a protruding member between my legs.
