Wage theft? Or honest mistake?

We work up in rural Alaskan for the season. Very few rules in this state, almost no one to enforce them. Still the “last frontier”, and that goes for businesses as well. Cutthroat practices with no oversight. A friend of mine works at a local breakfast joint that caters to tourists. When he got his check, it was ridiculously low— slave wages of like $12, in an area where the cost of living is sky high (a pound of apples up here is like $4.69, for reference). When he altered his employer, he got this shady text back. How do we determine wage theft VS an honest human mistake? What laws are in place federally regarding this? It just feels so sketchy.
