Employers should be REQUIRED to offer fulltime positions to workers over 18/21

A high minimum wage is meaningless if employers can choose to understaff their businesses by cutting the hours of whoever they wish. Adults who are not/are no longer students have no reason for their primary job to be limited besides some with disabilities (Who still deserve the benefits of full time employment like insurance). I have friends who would be perfectly willing to work more, and may even be passionate about the job, but are restricted because of corporate greed. Mandatory full-time offers can A) prevent purposeful understaffing B) increase employee morale/loyalty from a business standpoint C) improve the quality of service and D) help workers avoid wasting their time with jobs that do not value them.
