I need your opinions

I'm a recent addition to the sub, thanks for having me. My story is a bit convoluted so stick with it as I need your opinion on if I should apply for the exact same position I was gunning for a year ago at my old employer. So, 4 years ago I accepted a position that had a “verbal agreement” attached “guaranteeing” me a certain rate increase and certain position title if I was able to grow the department enough underneath me to justify it. 2 years ago, it happens! Low and behold, the title and pay guarantees have changed and the position is given to someone else, now my new boss. So, 4 years ago I accepted a position that had a “verbal agreement” attached “guaranteeing” me a certain rate increase and certain position title if I was able to grow the department enough underneath me to justify it. 2 years ago, it happens! Low and behold, the title and pay guarantees have changed and the position is given to someone else, now my new boss.

This person and I do not get along from the get go, leading me to talk directly with the CEO about the promises made when I first started and why they were not met. He directs me to speak to my boss's boss instead, which I do. As an alternative to the current situation, I suggest that my boss be moved up to an open VP position in a different department, leaving her position open for me (fulfilling their original promises) and keeping us from having to work together.

He agrees and my boss gets the VP position that's open. I, instead, get a lateral move to a newly created role and no additional responsibilities- while the position I've been gunning for this entire time is left open “for an external candidate.”

I (I think justifiably) explode upon hearing the news and give my two week notice. This was over a year ago and I've gone back to school for my MBA since.

Through the grapevine I've heard they've filled the position I originally wanted a couple of times but those individuals haven't worked out, and that my boss and boss's boss have left the company (as of last month).

As I come up on graduation (accelerated program), I see the position is still open. Do I apply? If I did, I'd try to stick it to them with high salary ask.
