Help, Employer didn’t pay me agreed upon salary

I worked for one week for a shady company and quit. They didn’t send me a pay stub or a w-2. They just sent a check for 390 dollars after working 39 hours at 15 dollars an hour. During tax season many months later, I asked for a w-2 and they said they didn’t put me on payroll because it would cost them 200 dollars and I was new. My accountant said they took out too much taxes. 390 dollars is too little for 15 an hour in PA. So they were paying me under the table, letting me think they were taking out taxes but really just keeping that money for themselves. Do I have any recourse? Or can I at least report them to the IRS? I know i should have kept the paperwork. I know it’s only a little bit of money but they did take out too much “tax” and I feel swindled.
