Advice: Low balled on compensation

I’ve been at my current job for 2 years. I started out as an analyst and quickly got promoted within 4 months to be a reviewer of analyst work. The duties changed a lot and I took on many special projects and additional responsibilities. I did not get a raise after my first year despite the change in role. My employer argued that I was not eligible since I did not get a rank change (rank titles are different from role titles — rank titles are uniform across the company and role titles are unique to teams). This year, I did receive a raise of 7%. From what I can tell this is seriously below market, and I have even heard of people on my team who are analysts being paid more than me.
