Does an employer need have your info correct on W2s?

I work, as one of my jobs, for a small rural town. The town clerk has had a thing against me from day one. She knows multiple (many) people have asked me to run for her job. I however, have no interest in having a job that's based on a popularity contest and do not want her job at all. (She usually runs unopposed) I have lived here for over 6 years and worked for the town for 5 years. I have asked her multiple times, multiple ways to change my address to my correct one. When I started we had a different town clerk and I was using a different address then that clerk changed it to the correct one once I had it established. I think she doesn't want to have more paperwork that officially proves I live in town because if I don't live in town, I can't run for her job.

Is anything she doing anything illegal?
