HR blocking internal opportunities

Please help me figure this out. I current work as a data analyst in a research hospital. I have been in the position for over a year and in January I receive a promotion with a title change and wage increase for switching part-time to full-time. I am also finishing a masters degree in informatics this spring. Because of my experience and completion of my degree I am a candidate for more senior and higher paying positions within my field. So I have started to apply for positions internally at the institute that align with my career objective and salary expectations, which has led to the early discussion with a team in a different department. I current work as a data analyst in a research hospital. I have been in the position for over a year and in January I receive a promotion with a title change and wage increase for switching part-time to full-time. I am also finishing a masters degree in informatics this spring. Because of my experience and completion of my degree I am a candidate for more senior and higher paying positions within my field. So I have started to apply for positions internally at the institute that align with my career objective and salary expectations, which has led to the early discussion with a team in a different department.

Today I found out that because I received a promotion in January I am barred from making any internal moves to departments other than the one I am currently in for 12 months. Here is the real kicker, when I received this promotion I was expecting a fairly significant raise but they fell way short of what I had expected, with them citing an HR policy regarding wage increase caps.

So essentially they gave me lousy $5,000 promotion two months ago and this will restrict me from applying to jobs that pay $20,000-30,000 more for the next year?

And even disregarding wages, my current department doesn't have any focus on genomics, which is what my master's thesis is actually focused on. So I can't even apply for the jobs for which I went to school for a whole year?

I feel like I am being hosed on this one. I will look for opportunities outside of the institution, but it's also the only option locally, so I will be stuck looking for remote positions.

Thanks for listening to my complaints, this one really gots me bummed.
