Former employer is asking $2000 to give me an employment verification letter.

Hi everyone, please help me here. I worked for an employer as a software consultant from Dec 2017 to March 2020. Unfortunately I had to leave the company because I was on bench for 8 months prior to March 2020 and I wasn’t doing financially well. We mutually agreed that I will leave and so I gave my resignation. I got hired at a different company as a software consultant and recently I was approached by my manager that they would like to offer me a full time position. I worked for an employer as a software consultant from Dec 2017 to March 2020. Unfortunately I had to leave the company because I was on bench for 8 months prior to March 2020 and I wasn’t doing financially well. We mutually agreed that I will leave and so I gave my resignation.

I got hired at a different company as a software consultant and recently I was approached by my manager that they would like to offer me a full time position. So as a formality they posted a job requirement, I applied Interview is done and I am hired. During the background check process, the HR team asked me to bring a employment verification letter from the employer I mentioned above since I was with them for 3+ years.

I approached my manager at that time, he’s still the same manager and requested him for a EVL. To my surprise he’s asking for $2000 in return and asking the contact details of my current employer who offered me full time role. His reasoning was he paid for my health insurance during the time I was on bench for 8 months.

What shall I do, I have W-2 forms from them, a few pay stubs and offer letter. I was tell the same thing to my current HR by not sure if that can help me.

Note: The owner if the company asking me money is Indian and it’s an LLC.
