How can I report a prospective employer asking for payslips from a previous job?

I'm in WA but I believe the company is based in DC. According to this https://www.hrdive.com/news/salary-history-ban-states-list/516662/ it is illegal to ask for salary history unless it is brought up by the candidate. I did not bring it up.
