Phone pings flagged for explicit material, was only pictures of work.

I work in a preschool, and our IT dept monitors what’s happening when we are on WiFi. My coworker got called into the office with a list of URL pings printed out that were flagged for explicit/pornographic content. Our boss acknowledged from the start that she fully believes that my coworker wasn’t looking at NSFW content in her classroom, but said she was being written up anyway, and if it happens again she’s fired on the spot. We figured out that the pings were actually happening when she’s using a photo app to resize photos she takes of her students, in order to email them to parents. Upon presenting this info, and proof that it is 100% that, my boss told her the app must be deleted from her phone, and there will still be no excuse. One more ping, she’s fired. This is not a company phone, am I correct in thinking they cannot require her to remove the app from her phone right? She had already agreed not to use that app for resizing photos anymore, and agreed not to be on WiFi during work hours, but they still require she sign the write-up and delete the app.

TL;DR my coworker was accused of looking at porn when she’s actually being a caring teacher, sending sweet updated to parents throughout the day. Will be fired if it happens again, which is, again, through no fault of her own.
