How do I motivate my coworkers to stand up for themselves?

So I am fortunate to work in a unionized job, however, my coworkers are often unwilling to speak up and stand up for their contracted benefits. Mgmt obviously takes advantage of this and screws us over all the time. Denying undeniable requests, forcing us to work short when people volunteer to cover, etc. People are so afraid of retaliation even though making the complaint gives you ammunition to claim retaliation against mgmt and hr is usually pretty quick to come down on those offenses. Does anyone have any advice on how to break through the fear and apathy of the staff so we can stop getting screwed. I’ve tried to get the union to be more engaged but I think they are fine to just sit back and not have to do anything. If we don’t speak up they aren’t gonna try to get us to.
