Employer lied about salary until I completed 5 hours of interviewing

I applied to a highly skilled job. I got told the rate was 20 an hour which is insanely low but I figured the experience would be good for me resume and I need money. I did a 2 and a half hour phone interview and a 2 hour technical interview. They said I was one of the only people to complete the tasks on the technical side and I made it to the top 3. They then called me a week later and said that I was so close and they wanted to let me know the pay was actually 16 an hour for some potential 3 hour shifts and I’d have to take tests to get 18 an hour and then get approved for 20 after 4 months. Should I just bail?
