Is fining your employees for reasonable mistakes legal?

My boyfriend has just gotten a job as a shift lead at a pastry store that has just opened up in our town. We live in Pennsylvania. He and the other crew were just informed today that’s they can get fined for hundreds or thousands of dollars for simple mistakes. You can get fined for touching your face for hundreds of dollars. You can get fined for hundreds of dollars for having a dirty uniform. You can get fined a THOUSAND DOLLARS for making a tray of pastries and leaving it out. This just blows my mind?!? He doesn’t know if it would come out of pay or if it was a separate transaction, but one of the managers just told everyone this in the group chat. How is this allowed?! I understand maybe covering costs for BIG BIG mistakes, but I don’t feel right about this situation at all.…
