No fuel compensation when asked to work at a different location??

Sorry in advance, am on mobile. For context, we are located in California – Bay Area. My friend works for a corporate retail company. He applied and was hired to a location just a few miles from his home. His boss asked him to help out at a store located about 35 miles away (one way) for a little over a month. They’ve refused to compensate for gas as this is considered his “commute”. Wondering if anybody knows if this is legal or if he’s getting fcked? I understand that’s his commute, but it’s not the commute he signed up for when applying for this job. And with current gas price hikes… something feels illegal. Any pointers are appreciated!!
