Can companies do this? Have you guys encountered this?

So I’ve been applying to numerous postings ever since my company and I separated last month and have been applying to postings within my field and experience. Now for a few postings within a specific company that I was applying for, I got rejected on the sole basis that I did not live in the area where the posting indicated or was located. My question is: can they really do this and just reject my application(s) just based off that fact alone? Why wouldn’t they give me the option to ask me if I was willing to relocate or not? Or do they not want to waste time asking me and would rather have someone already in the area from the start?
