Union shop manager here (requesting feedback)

Serious question here, please share feedback. I have a situation currently in my Union shop, I manage 40 union drivers they have a great CBA which has them working a 4×10 workweek with guaranteed 10 hours a day, even if they finish the route in 5 hours.(I think this a great deal) The current situation is regarding PTO. They have 5 personal days which can be. Used in 2 ways Pre-planned for 3 and emergency or last minute(call in) for 2. If they call in more than 2 times they are assessed 1 point (up to 10 points before termination in a rolling 12 months calendar) they think they can choose if they want to take a point or use a personal day, I say if they have an unexcused absence the personal time will be assessed and 1 point will be assessed. I would like to know if anyone else can choose if they would like to use a point before all the personal time is used. As a company employee non union, personal time must be used before points are issued. What are some other company policies?
Please share opinions, please note on a call off my company must pay either another union driver overtime or a courier service to complete the work.
