Why do so many companies offer pointless benefits?

We've all worked for a company that included “ping pong table and snacks” under the benefits sections in their job posting. I'm not a business owner so I'm not sure why they refuse to offer half-decent health benefits, but is it really ALL about the extra budget? I feel like offering extensive benefits would be an incredible investment because then you'd be bringing in top talent.
