Is this a labor violation??

I never thought I would actually post here after lurking for so long, but I would like some opinions on my current situation (I am in the US). I've worked at this particular place for a year now, and they only just recently started enforcing a policy where if you are hourly and don't meet 40 hours per week then the rest of it comes straight out of your PTO. Even though 32 hours is considered full time here. Essentially, no one was told any of this afaik and I looked at my past few stubs just to find that basically all of the PTO I had built up was gone. None of this was explained to me when I first started here, nor had it ever been a thing until maybe a month ago. However, I got a new position that I will be starting here soon and I'm afraid to risk anything by making a huge deal out of it since I need the insurance. Also the new position will definitely have more stuff to do and it'll be easier to reach 40 hours, so… Ugh.

Even if I choose not to do anything, I'd like your perspectives on this. Thanks.
