What if….

What if instead of companies spending money to train people that may or may not be suited for the job for x, y, z reasons, people could pay to be trained by any company to become a certified on call employee that could work to transition into a full time employee if both parties are happy with their work? Coming from someone who hates working the same job for long periods, I'd much rather prefer if I could pay to be trained by any company of my choosing. Then if I am competent enough to become certified at the task I'd be able to fill in any so called “labor shortages” as needed. This way I would not be tied to any one job while also having the option to become a certified employee of any company that I find interesting or worthwhile. Then as I work for different companies…

This way I would not be tied to any one job while also having the option to become a certified employee of any company that I find interesting or worthwhile. Then as I work for different companies I would think I'd be more likely to find a job that I'm truly suited for that I would want to work for full time or for a long time.

Our current system of employment gives all the power to the employer leaving the employee with basically zero leverage and always at risk of losing their basic human rights to food, water, and shelter.

In this system the power is given to the employee because employers would have to make potential workers attracted to their businesses by providing incentives worth laboring over.

Any thoughts or criticisms as to why this could or couldn't work?
