I had a paycheck showing a balance of 25 hours of PTO, the following paycheck shows -27???

I didn’t take any PTO between these paychecks. HR is saying that the negative amount is correct. Is this even legal? Am I entitled to my balance of 25 hours? Something isn’t adding up here. How did 52 hours of PTO just vanish?
