What should I put in the suggestion box?

So my company just put out anonymous suggestion boxes. They have been long aware of the problem of employee dissatisfaction and I guess enough of us have left that they are putting in some effort and taking the “traditional” approach to the problem; patronizing pizza parties, tiny overdue and hardly helpful “cost of living” raises, and now this. I want to do some good, even though I know they probably wont read anything they don't want to read, I want to make the hard hitting suggestions anyway. I wont go into detail about what we do, but it is very detail/quality oriented, over worked and over stressed staff have made mistakes that could have been avoided if we were less overworked. I wont go into detail about what we do, but it is very detail/quality oriented, over worked and over stressed staff have made mistakes that could have been avoided if we were less overworked. I want to suggest a 32 hour work week (8 hour shifts, mon-thu) with pay scaled to match our current pay. I know this would benefit by making us by making us more efficient with better results, but I need to know how best to present this in an anonymous letter. I need to know how to hook HR and get them to pass the letter on and not just toss it.

We are a small company, I see the owner and CEO almost everyday, so this decision wouldn't have to go through many. Its just a matter of convincing them to at least give it a thought. We used to work 10 hour shifts 4 days a week, but one person was upset at someone not being in one Friday and took it from all of us, I know we could do 8 hours for 4.

TL/DR: How do I effectively suggest a 32 hour work week in an anonymous letter at work?
