Can my employer legally ask me to confront a thief?

My manager recently went off on me for not confronting a thief who was very obvious about it. The guy just walked in, grabbed some product that I was near (not within arms reach, but within a couple steps reach), and shoved it in his pocket. I saw it and just kinda looked at him, and he looked at me and walked out. My manager proceeded to yell at me for just standing there, but I'm not sure what he wanted me to do? The dude easily had a foot on me, and probably 100 lbs. He yelled at and berated me for not stepping in and “contributing to loss prevention” and implied that there would be some kind of punishment. I looked through our companies guidelines, but couldn't find if he can actually do anything about it. The product was worth $15 btw
