Worked for a company for a year and a half, quit, and now, as I’m trying to find another job, they tell me it’s company policy that they never give references.

I've never heard of a company doing this before. Is this even legal? Are my potential employers going to find it odd that I don't have a recent reference for employment? Don't know what to do about it but damn this is frustrating.
