Negotiating pay in a megacorp

So I've been working at a very very large corporation. During my most recent performance review my scores were terrible but the manager who reviewed me barely saw me in the past year. On top of the manager not being in the loop, I was the only staff member fully trained in the sales system when 7 and then another 8 new trainees were dropped on my store. That means there was literally no one else to train them. I'm a commission role and I was so busy many days resolving new hire issues that I was lucky to deal with 5-10 of my normal 40+ customers a day. I probably lost between 1500 and 2000 in comission due to this. Let me be clear new hire training is NOT my job. I just got my pay raise and its pathetic. I just got my pay raise and its pathetic. Its also based on a performance rating of 3-5 out of 10 that doesnt in the slightest reflect my performance. The manager in charge of my state said the numbers were mostly auto generated and they didn't have authority to change them. The HR rep for my state said they didn't know what the state level manager used for review metrics but that they didn't have the ability to change them. I have a meeting soon with one level below the VP of the megacorp. They are in charge of half the country. If these talks fail company policy allows me to elevate it to the VP of the megacorp and then potentially to the CEO/president.

Are all large companies like this? Someone needs to have the ability to negotiate pay and review performance when there is a discrepancy. I've sworn to myself that I'll push this all the way up the chain if necessary.

Any advice on dealing with people who direct report to the board of directors?
