Raise being withheld. Considering this email. Should I send?

I know it addresses issues you’re “not supposed to” but I’m beyond frustrated at this point. Do you think this ok to send to my boss and HR? I’ve also been dealing with a LOT more which is not addressed in the email. I genuinely don’t want to be pushed out of this job but it feels like they have already made up their minds not to value me at all. I’m also considering just showing up unannounced during the day. I’ve also been dealing with a LOT more which is not addressed in the email. Hello (HR and Boss),

When I interviewed last year for my current position, (Boss) told me a raise would be possible after completing my first year at which point we would have a discussion about it. I emailed (boss) a reminder of this when my anniversary happened a month ago. He said he would get in contact with me but I haven’t heard anything from him since. I realize my starting pay was considered “hazard pay” but 14/hr was already only getting me by paycheck to paycheck while working overtime every single week. Since it’s been reduced down to only 11/hr, I am no longer able to afford the most basic lifestyle and have been dipping into my own personal savings and I have had to rely on creating my own supplemental income just to make this position work for me. It’s always been my FULL intention to stay with (company) long term however, with the hopes to remain the rest of my working years, because even though it’s extremely challenging and at times dangerous (often no security, no nurse on site, (DCWs being asked to handle medications) and patients have at times become violent, I feel that I’m able to serve my community through this role and find it personally rewarding. I value my time here tremendously. If my time isn’t valued by anyone else within this organization, however, I don’t see a way to make this work for the long term. Especially when I can go to Walmart and work as a cashier for 14.50/hr which is their current starting pay in (Town I work in). I need to be compensated more appropriately for my time.

If there is a reason I’m being withheld from progressing, I need to know so I can address it. Am I asking the wrong person about salary? Could you point me in the right direction so we can resolve this ASAP.
