My wife’s boss is trying to guilt my wife into coming early, not clocking in and donating her time.

So my wife's boss comes in 30 minutes early every morning and doesn't clock in until their normal start time. Lately she's been trying to get my wife to do the same. She refuses to work for free, and I've repeatedly told her she shouldn't. It has now become a daily thing how my wife “doesn't take pride in her job” or “expects more from her” since she is in an Manger role. This is a contract job with with specified hours in the Montana public school system. I'm wondering if this is legal? I've looked into the Montana Department of Labor website and it's kind of a joke. What should be our next steps in this situation?
